Authorities in the Spanish province of Salamanca detained the man following complaints from numerous victims.
They claim that they had purchased tickets for games in Madrid through instant messaging service WhatsApp but were then ignored after paying.
The total amount of the ticket touting comes to more than €2,500 (£2,000/$2,600), with the amount per victim ranging from €250 to €750.
The tout published advertisements offering tickets and is said to have taken advantage of being a fan club member for a high-profile team in the Spanish capital and the contacts he claimed to have within the club.
Most of the victims were based in the city of Salamanca although some were from other nearby towns such as Zamora.
In Spain, reselling tickets for a profit is illegal although there is no legislation specifically targeted at online resale.
